Following lengthy consultation, Ukrainian President Volodymyr Zelenskiy declared on Wednesday that his “Victory Plan,” which aims to achieve peace for Ukraine while preserving national strength and averting any “frozen conflicts,” is now fully completed.
Zelenskiy had earlier promised to offer this concept to US President Joe Biden, probably at the UN Security Council and General Assembly meetings next week.Zelenskiy has given frequent updates on the plan’s progress, but he hasn’t revealed much about its contents—all he’s said is that it lays out terms that are acceptable to Ukraine, which has been at war with Russia for more than 2.5 years.
He declared, “Today, it can be said that our victory plan is fully prepared,” in his nighttime speech. All of the main ideas, areas of emphasis, and required specific additions have been established.” He emphasized that carrying out the plan requires determination.
Zelenskiy rejected the notion of a “frozen conflict” and any maneuvers that may only postpone Russian attack, insisting that there is only peace. He highlighted progress on Tuesday during a meeting with top military commanders, emphasizing “good and strong content” in terms of the military that could significantly strengthen Ukraine’s position.
The plan’s basis is a peace proposal that Zelenskiy presented before the end of 2022. This plan calls for the removal of all Russian forces, the redrawing of Ukraine’s borders from the Soviet Union, and responsibility for Russia’s invasion. At a June “peace summit” in Switzerland, where attendees agreed to organize a second summit later this year, the proposal was the main focus. Although Ukraine and its allies have hinted that Moscow might be invited to the next summit, Moscow declined an invitation to the June one and brushed it off as unimportant.
Zelenskiy is still opposed to talks as long as Russian soldiers control about 20 percent of Ukraine. On the other hand, Russia has stated that it is open to talks, but only when Ukrainian forces leave the Kursk region.after the recent incursion there by Ukraine.
